Go to the Start Menu>Autodesk folder and find AutoCAD LT 2019's folder.

If you have installed AutoCAD LT 2019 and migrated from AutoCAD LT 2018 but cannot launch AutoCAD LT 2019 If you have installed AutoCAD LT 2019 and migrated from AutoCAD LT 2018

Turn off the SHOWNEWSTATE in AUTOCAD LT 2019.

Now install AutoCAD LT 2019 and proceed with the migration if desired.
